Section 3 Training

Under Section 3 of the HUD Act of 1968, wherever HUD financial assistance is expended for housing or community development, to the greatest extent feasible, economic opportunities will be given to Section 3 residents and businesses in that area.

IHA is committed to Section 3 by ensuring that all contractors and subcontractors awarded HUD-funded contracts through the IHA, shall take all necessary and reasonable steps to provide meaningful training and full-time, permanent employment to Section 3 residents, with IHA public housing residents being a priority.

Resident Hiring Requirements

The IHA has adopted the following scale for resident hiring that is to be used on all construction contracts, service contracts and professional service contracts that contain a labor component. It is expected that an appropriate number of residents with particular qualifications or a willingness to begin unskilled labor will be able to participate in IHA-contracted labor efforts. A prime contractor may/may not satisfy IHA resident hiring requirements through its subcontractors.

How Do I Access Section 3?

Step1: 

Public housing residents, Section 8 participants and general public applicants meeting eligibility requirements will be required to obtain a Section 3 packet from the Resident Relations Department. Interested applicants can (1) obtain an information packet from our agency at 1935 N. Meridian Street entrance information desk or (2) call 317.261.7266 to request a packet be mailed to you.

Step 2:

Attend a Resident Relations Job Readiness Program offered in one of our seven family housing communities and/or attend an employment readiness session at a Work One Center.

Step 3:

After completing a job readiness program, schedule an appointment with our Section 3 Coordinator by calling 317.261.7266. On the day of your appointment, bring your completed Section 3 packet.

Application Checklist

  • Obtain a Section 3 Application Packet from IHA Resident Relations Department
    • Complete the enclosed employment application
    • Provide proof of residency
      • Copy of lease
      • Copy of Citizen's Gas, Indianapolis Power & Light Company and AT&T bill with name and current address
    • Identification
      • Drivers License with Social Security Card
      • Indiana State Issued identification card with Social Security Card
  • Select a Job Readiness Program to attend
    • Documentation that a job readiness program has been completed
