PHA Plan Public Hearing Notice
PHAs must annually hold a public hearing regarding any changes to the plan, goals, objectives, and policies, and invite public comment regarding such changes.
PHA Plan FY2026 Schedule
PHAs should begin the annual planning process early enough to allow for the required processing timelines and to obtain appropriate plan approval from HUD before the PHA's fiscal year beginning date. PHAs must make the proposed Annual Plan and the required attachments related to the plan available for inspection by the public at least 45 days before the public hearing is to take place. The PHA must also allow time to revise the plan based on public comments before submitting it to HUD. PPHAs must ensure submission of their 5-Year Plan and Annual Plan in the Public Housing Portal no later than 75days before the beginning of the fiscal year. PHA Plan FY2026 - DRAFT
The Public Housing Agency Plan is a comprehensive guide to policies and programs that informs HUD, residents and the public of the mission of the Public Housing Agency (PHA) for serving the needs of low-income and very low-income families, as well as the strategy for addressing those needs. PHAs must submit 5-year plans for tenant-based assistance and public housing programs. Some PHAs are also required to submit an HUD Annual Plan to supplement the 5-year plans. In order for the PHA plan to be approved, it must meet the three statutory standards of completeness, consistency, and compliance.
The Annual Plan for the Indianapolis Housing Agency is available for review and public comment at the Main Office and its public housing communities (Barton Tower/Concord) during normal business hours.
