The Public Housing Agency Plan is a comprehensive guide to policies and programs that informs HUD, residents and the public of the mission of the Public Housing Agency (PHA) for serving the needs of low-income and very low-income families, as well as the strategy for addressing those needs. PHAs must submit 5-year plans for tenant-based assistance and public housing programs. Some PHAs are also required to submit an HUD Annual Plan to supplement the 5-year plans. In order for the PHA plan to be approved, it must meet the three statutory standards of completeness, consistency, and compliance. 

The Annual Plan for the Indianapolis Housing Agency is available for review and public comment at the Main Office during normal business hours.
