The
owner's major responsibilities are to:

Collect the tenant's share of the
rent;

Make timely repairs and keep the
unit in good condition; and
-
Inform the IHA of any change in
tenant or landlord circumstances that
may affect the lease or the HAP
contract.
Unit
Inspections
At
least once a year, an IHA Representative
will inspect the unit to make sure that it
is in good condition. The landlord should
correct any deficiencies as soon as they are
discovered. The IHA may defer rent
increases, withhold payments, and/or
terminate the HAP Contract if deficiencies
are not corrected. Special inspections,
which may occur more than once a year, are
any inspections that are not annually
scheduled and/or are requested by the owner,
tenant, IHA, or HUD.

landlord must comply with all terms of the

Annual
Review of Tenant Eligibility, Lease
Compliance, and Unit Conditions
Annually,
the IHA will recertify the following:
-
Tenant income, family composition; criminal history and other
eligibility;

Proposed rent amount for next year;
-
Condition of property and level of maintenance; and
-
Willingness
of the tenant and the owner to continue
in the program.
An
IHA Representative will prepare a
recertification addendum and send both the
tenant and landlord a copy by mail.
The addendum will outlined any
changes to the rent shares and provide an
effective date for the changes. The
unit must pass the annual inspection in
order for IHA to continue making payments
under the HAP contract.
Annual
Rent Increases.
Sixty
days before the anniversary date of an
assisted lease, the owner may request that
the IHA approve a rent
increase. The IHA will evaluate
the proposed rent to determine whether it
falls below the payment standard and is
comparable to rents for similar unassisted
units in the neighborhood
