      (QHWRA) of 1998 created the public housing agency Five-Year and =

      Plan requirement. The Five-Year Plan describes the mission of the =
agency=20
      and the agency=E2=80=99s long-range goals and objectives for =
achieving its mission=20
      over a five-year period, and their approach to managing programs =
and=20
      providing services for the upcoming year. The PHA Plan also serves =
as the=20
      annual application for grants to support improvements to public =
housing=20
      buildings (Capital Fund Program) and safety in public housing =
(Public=20
      Housing Drug Elimination Program). </FONT></P>
      <P><FONT face=3D"Verdana, Geneva, Arial, Helvetica, sans-serif" =
size=3D2>Any=20
      local, regional or State agency that receives funds to operate =
Federal=20
      public housing or Section 8 tenant-based assistance (vouchers) =
programs=20
      must submit a PHA Plan. The law considers these agencies to be =
public=20
      housing agencies even though they may not be called a PHA locally. =
For=20
      example, State Housing Finance Agencies that administer vouchers =
are=20
      considered PHAs and required to submit a PHA Plan.</FONT></P><FONT =

      <H3>Congressional Intent and Purpose in Creating the PHA Plan=20
      Requirement</H3></FONT>

      Quality Housing and Work Responsibility Act (QHWRA) of 1998 =
provided more=20
      flexibility and discretion for PHAs to use funding to address the =
needs of=20
      low-income families. The PHA Plan is Congress=E2=80=99s way of =
ensuring that the=20
      PHA is accountable to the local community for choices it makes =
with this=20
      flexibility. </FONT></P>

      the creation of the PHA Plan requirement, the law specified both =
the type=20
      of information that should be included in the plan =E2=80=93 the =
content of the=20
      Plan =E2=80=93 and the steps a PHA must go through to obtain =
resident and public=20
      involvement in the plan =E2=80=93 the process for its development. =
In addition,=20
      the law required that the plan be consistent with the housing and=20
      community development plans of the community (as described in the=20
      jurisdiction=E2=80=99s Consolidated Plan). </FONT></P>

      ensure public participation in the process, PHA Plans, including=20
      attachments and supporting documents, must be available for =

      encourages PHAs to make the PHA Plan available at the principal =

      PHA Plan. Residents can ensure that their needs are being =

      process that the PHA undergoes to prioritize agency activities. =
PHAs also=20
      benefit by working with residents since the residents can provide=20
      important information regarding the physical condition of the=20
      developments, physical or management improvements that are needed, =

      resident self-sufficiency needs. This information helps PHAs to =
prioritize=20
      capital improvement activities and obtain supportive services for=20

      are required to establish one or more Resident Advisory Boards =
